Scott A. Kingsley
President and CEO, NBT Bancorp Inc.
Scott A. Kingsley became President and Chief Executive Officer of NBT and was elected a director on May 21, 2024. He joined the Company as Executive Vice President and Chief Financial Officer in 2021.

Scott has over 35 years of experience, including 16 years as a member of the management team at Community Bank System, Inc., where he served as Chief Operating Officer and, prior to that, as Chief Financial Officer. He started his career with PricewaterhouseCoopers, LLP before joining the Carlisle Companies, Inc., a publicly traded global manufacturer and distributor, where he served in financial and operational leadership roles.

A Certified Public Accountant, Scott graduated from Clarkson University with a bachelor's degree in accounting. He is an active community advocate, volunteer and fundraiser. He currently serves on the Crouse Health Foundation Board of Trustees, the Audit and Finance Committee for the Catholic Diocese of Syracuse and was previously Chair of the Board of Directors of the Food Bank of Central New York. He also volunteers with OnMyTeam16, a non-profit organization supporting children in the fight against cancer.

Joseph R. Stagliano
Senior Executive Vice President and President of NBT Bank, N.A.
Joseph R. Stagliano was promoted to President of NBT Bank, N.A. in 2024. He has over 30 years of experience in the financial services industry.

Joe joined NBT in 1999. He was promoted to Chief Information Officer and joined the Company's Executive Management Team in 2006 after holding several leadership positions in Operations. In 2016, he assumed responsibility for Retail Banking in addition to his duties as Chief information Officer. In 2018, Stagliano was named President of Retail Banking. Prior to joining NBT, Joe was employed by MetLife and advanced to leadership roles in customer service and call center management during his tenure there.

Joe earned his bachelor's degree in business and public management from SUNY Polytechnic Institute in Utica. Active in the community, Stagliano serves as Chair of the UHS Chenango Memorial Hospital Board of Directors, and he is on the Board of Directors of United Health Services, Inc. and the Norwich Building Tomorrow Foundation Inc. He is a past member of the Norwich City School District Board of Education with over 10 years of service.

Annette L. Burns
Executive Vice President and Chief Financial Officer
Annette L. Burns joined NBT in 2013 with the Company's acquisition of Alliance Bancorp. A Certified Public Accountant, she has 30 years of experience in accounting and finance. In her current role as Chief Financial Officer, she oversees the Company's financial performance, investor relations and provides executive leadership for NBT's accounting, finance and treasury services divisions.

Annette started her career at PricewaterhouseCoopers, LLP and advanced to Business Assurance Manager. After joining NBT, she served as Corporate Controller and Senior Corporate Controller before being promoted to Chief Accounting Officer. She also served as Interim Chief Financial Officer in 2021.

Annette earned her bachelor's degree in business administration from St. Bonaventure University. She serves as a board member and treasurer for the United Way of Mid Rural New York and is a past board member of the Chenango Arts Council.

Sarah A. Halliday
Executive Vice President and President of Commercial Banking
Sarah A. Halliday joined the Company as Executive Vice President and President of Commercial Banking in 2017. She has 30 years of experience in banking and commercial lending. Previously, she was Capital Region Market President for M&T Bank where she was employed for 12 years. Prior to joining M&T in 2005, Sarah worked for the New York Business Development Corporation for 11 years as Vice President and Loan Officer. She started her career with Fleet Bank in a commercial management training program.

Sarah earned her bachelor's degree from Colgate University, graduating with honors in economics. She also completed an executive leadership program at the University of Michigan Ross School of Business. She is involved in several community and professional organizations, including as a longtime board member and classroom volunteer for Junior Achievement of Northeastern New York and a member of 100 Women Who Care. She is a past board member and continued supporter of the St Anne Foundation and 518 Elevated (Capital Region Sponsor A Scholar).

Shauna M. Hyle
Executive Vice President, Retail Community Banking
Shauna M. Hyle joined NBT in 2008. She was promoted to Executive Vice President of Retail Community Banking in 2024. Prior to that, she oversaw NBT's Consumer Lending business and provided executive sponsorship for the Company's national benefits administration business, EPIC Retirement Plan Services, headquartered in Rochester, NY. In addition to these responsibilities, her expanded role also includes oversight of Retail Banking, Business Banking and Marketing. Shauna served as Senior Vice President and Chief Risk Officer from 2013 to 2017. Prior to that, she was Corporate Controller and managed NBT's accounting and finance function.

Before joining NBT, Shauna was a manager with PricewaterhouseCoopers, LLP, providing audit and attestation services to clients in the firm's Syracuse and Boston offices. She is a Certified Public Accountant and earned her bachelor's degree in accounting from SUNY Geneseo. She serves on the Board of Directors of UHS Chenango Memorial Hospital.

Ruth H. Mahoney
Executive Vice President and President of Wealth Management and Regional President for the Capital District, North Country and Hudson Valley
Ruth H. Mahoney joined the Company as Executive Vice President and President of Wealth Management in 2021. She was named NBT Bank's Regional President for the Capital District and North Country in 2022. Her market responsibilities expanded to include the Hudson Valley in 2023. Ruth has more than 30 years of industry experience, including wealth management, private banking, retail banking and regional leadership. Her executive responsibilities at NBT include developing the company's wealth management strategies and overseeing the trust, investment and retirement services lines of business. Prior to joining the Company, she was Key Bank's Capital Region Market President, leading business development and customer portfolios in the region. She also held leadership positions with Bank of America and Fleet Bank.

A graduate of Marist College with a bachelor's degree in business administration and marketing, Ruth lends her leadership abilities to many organizations. She serves as co-chair of the Regional Economic Development Council, as Chair for the Capital Region Chamber of Commerce, and as a board member for Albany Medical Center and the New York State Teachers' Retirement System. She has earned many recognitions and was included on the Albany Business Review's Power 50 Lists published in 2022 and 2021. She also received the Women Who Mean Business Award from the Albany Business Review, the Executive of the Year Award from the Capital Region Business Review, the Women of Distinction Award from the United Way of Westchester and Putnam, the Most Powerful Women in Banking Team Award from American Banker and was inducted into the Capital Region Business Hall of Fame in 2024.

Cynthia A. Smaniotto
Senior Vice President and Chief Human Resources Officer
Cynthia A. Smaniotto has more than 25 years of human resources experience in the banking industry. Cindy joined NBT in 2000 through the acquisition of LA Bank where she served as Director of Human Resources. During her time with NBT, she has held numerous roles, including Regional Employment Manager, Director of Employment Services and Director of Human Resources. She was promoted to Chief Human Resources Officer in 2021.

Among her many contributions to NBT, Cindy has supported the development and expansion of the Human Resources Division to include specialties, such as talent acquisition, health and wellness, diversity and inclusion, and career guidance. She has also served as a steadfast employee advocate by advising managers and executives on talent development best practices.

In 2022, Cindy was recognized as a “Women in Power” by Dress for Success Lackawanna. She is a member of the Society of Human Resources Managers, and a past board member for Dress for Success Lackawanna.

M. Randolph Sparks
Executive Vice President, General Counsel, Chief Ethics Officer and Corporate Secretary
M. Randolph “Randy” Sparks joined the Company as Executive Vice President and General Counsel and was appointed Corporate Secretary and Chief Ethics Officer in 2022. He coordinates the Company's legal activities, manages external legal counsel and assists with oversight of relations with regulatory agencies. Randy has extensive experience in legal executive roles at both large and midsize banks. Prior to joining the Company, he served as General Counsel and Corporate Secretary for MidFirst Bank of Oklahoma City, OK. He worked for Bank of America before joining MidFirst where he held the position of Chief Counsel and Managing Director, Global Transaction Services.

Randy earned his Juris Doctor from DePaul University College of Law. He also holds a Master of Business Administration from St. Louis University and a Bachelor of Arts in Accounting from Westminster College.

Amy Wiles
Executive Vice President, Chief Credit Officer and Chief Risk Officer
Amy Wiles has over 35 years of experience in banking. She joined the Company in 2015 as Senior Vice President and Chief Credit Officer. In 2017, she assumed the additional role of Chief Risk Officer. At that time, she was promoted to Executive Vice President and joined the Company's Executive Management Team. Today, she provides leadership for NBT's Credit Administration and Risk Management Divisions. Prior to joining NBT, Amy was Executive Vice President and Group Credit Executive for Key Bank's Community Bank Division where she was responsible for supporting growth and maintaining credit risk standards for diversified portfolios across Key Bank's footprint. Before that, she was employed by JP Morgan Chase.

Amy earned her bachelor's degree from Colgate University and her Master of Business Administration from the University of Pennsylvania's Wharton School of Business. She serves on the boards of the Volunteer Lawyers Project of Central New York, Inc. and Community Memorial Hospital Foundation of Hamilton, NY.
